Dan McGrew said.<\/p>\n<p>Common crimes and citations include drinking in public, being drunk in public, stealing liquor bottles from stores, aggressive panhandling, disturbing the peace and urinating in public.\u00a0Inappropriate street behavior is a\u00a0<a href=\"https:\/\/www.noozhawk.com\/article\/santa_barbara_stakeholders_homeless_issues_vex_downtown_businesses\" rel=\"nofollow\">longtime grievance voiced by business owners<\/a>, and the top weakness pointed out in a 2017\u00a0<a href=\"https:\/\/www.dropbox.com\/s\/h7p89f6azhxmjdx\/Santa%20Barbara%20Retail%20Report%20Executive%20Summary.pdf?dl=0\" rel=\"nofollow\">retail study commissioned by Downtown Santa Barbara<\/a>.\u00a0\u201cThe No. 1 observation from our retail consultants was you have a huge problem with street behavior,\u201d said Maggie Campbell,\u00a0<a href=\"https:\/\/www.downtownsb.org\/about\/history\" rel=\"nofollow\">Downtown Santa Barbara\u2019s<\/a>\u00a0executive director.\u00a0\u201cYou better get that under control because that will be an impediment to retail recruitment and retention.\u201d<\/p>\n<div class=\"article-top-image\">\n<div class=\"caption\">Street behavior is usually the euphemism for individuals loitering, drinking, yelling, panhandling and camped out on State Street\u2019s benches and planters. Some are homeless and some are not, but in Santa Barbara\u2019s main commercial corridor, what matters most is the impact of their behavior. \u201cWe expect that a downtown that\u2019s welcoming and is a place where everybody can come together, that there\u2019s a degree of civility and expected behavior that we want all people to uphold, regardless of where they live,\u201d Campbell told\u00a0<a href=\"https:\/\/www.noozhawk.com\/\" rel=\"nofollow\">Noozhawk<\/a>.<\/div>\n<\/div>\n<p>Business owners have individually and collectively asked the city to remove State Street benches from in front of their storefronts, which are frequent hangouts for many homeless and transients, including those who ask passersby for money.\u00a0\u201cOur organization has been advocating and talking to the city about the impacts of the benches for years,\u201d Campbell said \u201cIt\u2019s not a new debate.\u00a0\u201cI think at the crux of it, and not even to focus on the benches, but at the crux of it, we are in terms of the regulatory environment and\u00a0<a href=\"https:\/\/www.santabarbaraca.gov\/services\/planning\/design\/specific\/puebloviejo\/default.asp\" rel=\"nofollow\">El Pueblo Viejo<\/a>\u00a0that we operate in, we seem to be much more interested in form over function. How it looks is much more important than whether it\u2019s working for us.\u201d<\/p>\n<div class=\"article-top-image\">Santa Barbara police Lt. City Administrator Paul Casey is at right. \u201cOne of the things we\u2019re trying to accomplish is having a good coordinated response to downtown,\u201d McGrew says. \u201cYou can throw a lot of resources at any problem but if you don\u2019t have proper coordination, it doesn\u2019t work great.\u201d (Giana Magnoli \/ Noozhawk photo)<\/div>\n<p>Campbell remembers the five-year fight to get the bench-like sculpture removed from the sidewalk near\u00a0<a href=\"https:\/\/www.habitburger.com\/\" rel=\"nofollow\">The Habit<\/a>\u00a0at 628 State St., where it was the frequent lounging area for young transients \u2014 often with dogs \u2014 who would ask for money and pull drinking cups out of the trash to use the restaurant\u2019s soda machine.<\/p>\n<p>The city surrounded the\u00a0<a href=\"http:\/\/www.donalddavis.com\/public_art\/page6.html\" rel=\"nofollow\">Crescent Crossing sculpture<\/a>\u00a0with orange traffic cones and caution tape to keep people from sitting on it, and then installed a short, chain-link fence around it before eventually\u00a0<a href=\"https:\/\/www.noozhawk.com\/article\/state_street_sculpture_will_be_relocated_santa_barbara_train_station\" rel=\"nofollow\">moving it to the Santa Barbara train station<\/a>.\u00a0Reviewing the number or location of benches is not on the city\u2019s list of initiatives in response to \u201cdowntown concerns.\u201d\u00a0The city doesn\u2019t have a \u201cgrand bench scheme\u201d but will assess hot spots and see if a particular bench needs to be moved,\u00a0<a href=\"https:\/\/www.santabarbaraca.gov\/gov\/cityhall\/council\/meet\/hschneider.asp\" rel=\"nofollow\">Mayor Helene Schneider<\/a>\u00a0explained.<\/p>\n<p>\u201cThe focus has more been on creating a strong presence on State Street,\u201d she said. \u201cThere are quite a few more boots on the ground than the beginning of the year and that should really help encourage people to shop and do appropriate things on State Street.\u201d<\/p>\n<p>Schneider noted that the\u00a0<a href=\"https:\/\/www.noozhawk.com\/article\/hotel_californian_opens_santa_barbara_waterfront\" rel=\"nofollow\">Hotel Californian<\/a>\u00a0opened on Lower State Street with a \u201cvery robust presence of their security,\u201d to set the tone that they would not tolerate any inappropriate behavior.\u00a0The business community is reportedly working on a panhandling awareness campaign to encourage tourists not to give money, she added.<\/p>\n<div class=\"article-top-image\">\n<div class=\"caption\">Removing some of the city\u2019s public benches could help deal with the amount of inappropriate behavior reported on State Street, according to Maggie Campbell, executive director of Downtown Santa Barbara. \u201cWe expect that a downtown that\u2019s welcoming and is a place where everybody can come together, that there\u2019s a degree of civility and expected behavior that we want all people to uphold, regardless of where they live,\u201d she says. \u201cResidents understand and most, I would say, would choose not to give money to panhandlers, they know there are a lot of services available for people who need them,\u201d she said.<\/div>\n<\/div>\n<p>\u201cBecause we get a lot of tourists, they don\u2019t hear that. They\u2019re here for a day or a weekend. Panhandlers panhandle because they get money; if they didn\u2019t, they wouldn\u2019t be panhandling.\u201d<\/p>\n<p>Initiatives the city launched in response to downtown issues include implementing a citywide lighting plan to replace streetlights with LED fixtures; installing new wayfinding signage all over town; adopting smoke-free outdoor public areas rules; installing more public art, including at the Highway 101 underpass at Lower State Street; streamlining the permit program for downtown commercial space; and changing the city\u2019s alcohol policy.<\/p>\n<p>\u201cSince easy access to alcohol contributes to public intoxication and inappropriate behavior on our streets, the city is drafting a policy that restricts off-premise alcohol sales in gas stations and convenience stores where an individual can buy single-serve bottles,\u201d the city outlined on its website.<\/p>\n<p>Campbell is encouraged that the city is allocating more people to create a consistent presence on State Street.\u00a0\u201cI\u2019m excited because it doesn\u2019t matter where I go and who I talk to in Santa Barbara, this seems to be the thing that people care most about,\u201d she said of the challenges facing State Street.<\/p>\n<p>\u201cThere\u2019s a direct connection between the health of this downtown and the reputation of Santa Barbara to the rest of the world and whether the city has the money to continue to fund the quality of life for its citizens over the next 10 years.
